For the best weather, you should visit West Virginia in late spring, summer, or early fall. Unless you are used to icy roads and lots of snowfall, West Virginia can be nearly impossible to travel in the winter. You can enjoy some winter activities in the easternmost part of the state where the Appalachian Mountains are (check out Canaan Valley in particular if you're interested in this), but overall there is much more to see and do in warmer weather. West Virginia is enjoyed by many outdoors people, so you can get in on the common sports like hunting, fishing, climbing, and cycling.
If you're into hiking, especially long-distance hiking, West Virginia hosts a small portion of the Appalachian Trail. This is a south-to-north, cross-country trail through fourteen states of Appalachia, and West Virginia is in the middle of it all. However, the more-than-two-thousand-mile trail only has four of those miles in West Virginia, plus another twenty miles that are on the border between here and Virginia. If you don't want to take on the entire trail, shorter portion hikes within West Virginia are an ideal alternative. There are plenty of other West Virginia trail systems as well.
Rock climbers also find adventure in West Virginia. Seneca Rocks is a big destination for climbing. The New River Gorge attracts climbers, but is also great for those wanting to raft the river. Bluestone National Scenic River is a good place to raft with a view.
Besides outdoor activities, West Virginia has a rich history going through several periods of time, including back when it was still part of the state of Virginia. There are lots of historic sites to see and tour if you would like to learn more about West Virginia's history and culture.
