Hostel Celica exudes atmosphere. From the outside it is imposing, tucked back from the road in an area full of government ministries; from the inside it is new and airy, young and lively. The downstairs area includes a bar and hookah-smoking area, the reception desk, and a sunny breakfast room; the middle floor contains dorm rooms, a meditation area, and bathrooms; and the top floor has rooms with private bathrooms, an eating area, and a small kitchen.
The rooms on the top floor are sparsely furnished with beds -- some of them bunked -- and have skylights and hardwood beams. They can be very noisy and smoky at night, though, due to the thin walls, the proximity of the eating area/kitchen, and the management's general disregard of infringements on the no-smoking policy. The eating area (covered in uniquely painted and drawn-on cushions) can turn into a party area at night and is a good place to meet people from eastern Europe and the world. The kitchen itself is very small and may be lacking in things like plates and forks.
Breakfast costs extra but it is excellent. One free internet terminal is available in the breakfast area, though the desk does not monitor it and so it is easily commandeered by users who don't share well. In general, the attitude is pretty relaxed and laissez-faire. You're within walking distance of a supermarket, the train station, and (a little farther yet) the entire city, making Celica a good place to party and explore Ljubljana (or just hole up and party, in the snowy Slovenian winter)!
