Karosta Hotel (K at 2) has to be one of the coolest hostels in Europe. It is a huge art gallery and artists' residence first and a hostel second, so you'll be hanging out with tons of crazy cutting edge artsy people like moviemakers, photographers, and other right-brained folks who spice up any venue. K at 2 is at the pulse of Liepaja's arts and social scene. This is important to a city that watched its population drop drastically following the removal of Soviet Rule (Liepaja was and still is quite Russian).
The hostel is super cheap and a feast-like free breakfast makes the value off the charts at this place. Also the halls and rooms are swimming with huge amounts of abstract art and design work. Some rooms even have access to large balconies. In the afternoon there is a back terrace cafe where the art students meet midday to drink coffee and munch on more local eats. Room sizes vary from one bunk bed to a dorm room full of them holding closer to a dozen people. Washrooms are sufficient.
Other perks include a five-minute walk to the Baltic Sea and the ruins of Soviet bunkers that guarded the coast, and being located next to the second largest (and breathtaking) Russian Orthodox church in the country. K at 2 also rents bicycles of the two-man variety, good for cruising around the city. Finally, if you are one for more twisted adventure, you can stop by an old jail and pay to get harrassed in the style of a Communist era capitalist -- not for the faint of heart.
If you are an art-loving person this is your new favorite place and you won't be leaving soon!
