This place has a good price and a central location. It's a two-minute walk to Las Ramblas. The room had hot water, TV, and came with a good breakfast for the price. The hotel staff are all friendly and willing to help. There are quite a lot of whores outside, but they are harmless. This is a recommended place to stay; I would return.

We were very skeptical before we went to the hotel. I was with my wife and my 3-year-old son, and the "red light district" phrase was making me afraid. Besides, El Raval was reputed to be a non-secure area.
However, all of my doubts ran away after we stayed at Hotel Barbara. Yes, there are whores at the street next to the hotel, but they are harmless. And yes, most people residing in the area are poor and mostly foreigners (like Indians and Pakistanis) but they also have lots of souvenir shops in Barrio Gotico, too. The area is totally secure with lots of patrol working in the area day and night.
The road between the hotel and Las Ramblas (about 250 meters long) seems to be frightening at first, but extremely it's secure even at night. The hotel is very clean. They even put some scent in the corridors and the rooms after cleaning, which is a very bright idea. The staff are extremely helpful and also joyful. Do not expect much of the breakfast, but at least you do not have to search for a place to have your breakfast. The rooms have their own bathrooms.
This hotel is the most bang for the buck. I would definitely stay here again if I have to revisit Barcelona. It's only minutes away on foot to the most cheerful places in Barcelona; Las Ramblas and Barrio Gotico.
Cheers from Turkey.
