The Hostelz.com Review
1848 Priness Tui Inn is a clean and comfortable budget option for backpackers in Apia. The hostel is in an old colonial house that was previously occupied by the Outrigger Hotel and is located next to the lagoon. You can arrange transport to and from the international airport for a small price. There are two dorms with six bunk beds in each -- one is female only and the other one is mixed. Accommodation is a little cramped but is comfortable enough, although on a hot summer night it can become stuffy without air conditioning (which is not available in the dorms).

An abundance of information is available about Samoa and they have a friendly version of a tour desk at the hostel. They also provided a board which lists nightly activities happening around Apia. It's worth taking note, because the hostel is definitely not very social in the evening and you'll struggle to amuse yourself. There are no TVs or distractions and it's advisable to bring some form of entertainment with you (even a book). Internet access is available for a price, but laptops are not allowed to be connected.

Good snorkeling is located nearby at the Paolo Reserve and gear can be hired. The ocean is directly opposite the hostel but there's no beach or area for swimming. From the hostel it's about a five- to ten-minute walk into town with a grocery store even closer and only about a four-minute walk. Breakfast is included in the rates and includes tea or coffee, toast, and a small selection of fruits, which are prepared and brought to your table.

You can self-cater lunch or dinner in the small but very clean kitchen. Toilet and bathroom facilities are clean and sufficient but be aware the hot water gets shut off between around 9 a.m. until 5 p.m. to save costs (not that you really need it in Samoa!).
