The Hostelz.com Review
Hostel Nomads is also advertised as Encounters Hostel and is run by Martin, a very helpful guy who gets you up to speed about the do's and don’ts of Phnom Penh the moment you check in. Nomads Hostel is a "what-you-see-is-what-you-get" hostel.

The Location

Nomads is located on a wide boulevard in the center of Phnom Penh between Wat Phnom, the central market, and the Tonle Sap river. There are also many local and international restaurants nearby.

Check-in at Nomads is quick and informative -- the friendly staff show you your bed and bring you up to speed about what you can expect from them. They will hand you your towel, the key to the front door and to your locker, as well as the code for the free Wi-Fi if requested (there are no computers available). You can always find someone at the reception to help you with questions about Phnom Penh or with your travel plans within and outside of the city. Two-day visa service for Vietnam is available. If you give them a call before arriving, they will pick you up from the bus station for free, or, if you’re coming by plane, for a small fee from the airport. They are very flexible when it comes to checking out and free luggage storage is available.

Rooms and Bathrooms

The beds are boxed-in mattresses on the floor, and in the dorms each one has its own fan and mosquito net. Your bed is made daily. It is not possible to lock the dorm, since there is no door to lock. The free lockers are located in a separate room next to the stairs on the second floor -- a little bit out of sight, if you ask us. There are plenty of power points available in the dorms, and the Wi-Fi signal is good all through the hostel.

The shared bathrooms are, again, basic but very clean. Nomads does not provide liquid hand soap or towels. The shower is cold twenty-four hours a day and the water pressure is good -- luckily, there is no annoying push-button or timer. A big downside is the lack of hooks. You’ll need to put your clothes in the sink and hang your towel on the doorknob. Furthermore, there is only one shower per floor, so if the hostel is full, you’re going to have to wait your turn.

Common Spaces

There is a self-service fridge with water and beer at the reception. When the chef is on the premises (and this is not always the case) it is possible to get some food. The quality is, as is the hostel, agreeable.

Summary

It’s clean, it’s reasonably safe, the staff are very friendly, and it’s cheap (at least the dorms are). Overall for the average backpacker, Nomads is a fine place to stay when you’re visiting Phnom Penh.
